To meet FEMA requirements, contractors must provide detailed records, including "cradle to grave" GPS coordinates tracking the debris from collection to disposal, load tickets verifying transport, and accurate measurements of debris volume in cubic yards (CY). Additionally, specifics such as tree and branch sizes must be recorded, along with comprehensive stump documentation—confirming whether a stump was removed or ground up, its dimensions, and weight in CY. By maintaining thorough records, contractors help streamline disaster recovery efforts.

FEMA often denies funding for dirt road repairs, but I have successfully worked with numerous applicants whose projects include extensive dirt roads within townships, cities, and even a national park. With my background in engineering, I created topographical maps to accurately depict road elevations before and after a disaster, pinpointing damaged areas with precision.

To strengthen each applicant’s case, I compiled detailed reports for every Damage Inventory (DI) area, ensuring compliance with the Costing Resource Center (CRC) guideline that road damage inventory items remain under 300 feet. My reports included the pre-disaster elevations, post-disaster elevations, and the necessary materials—subbase, base, and surface—to restore the roads to their original condition. Additionally, I always emphasize mitigation strategies throughout the process, making sure it remains a priority in meetings and decision-making.
